A basic ‘cut’ would be available to everyone paying taxes. A ‘credit’ is only available to the people who meet the criteria for that specific credit. How many Americans will get the credit for buying a hybrid or for college tuition, for example? the credits that most Americans WILL qualify for are pretty small.

a “credit” is a deduction, which “cuts” the total tax encumbrance. the money comes back as a refund at filing time vs. money in the weekly paycheck. so what? is your semantic argument really salient?
